If Carbon Capture Is Economic Development, Then So Was the Somali Fraud in Minnesota

The Chamber of Commerce of East Baton Rouge Parish heard an amazing and deeply disturbing presentation Tuesday by Barry Hugghins, long-time chemical engineer, former chairman of the Groundwater Conservation Commission, and CEO of an important publicly-traded company.
In the Central City News of January 2024, I wrote, “Carbon Capture vs. The Louisiana Constitution,” explaining how Article I Section 4 of the Louisiana Constitution prohibits expropriation by private entities for carbon capture projects. Such expropriations must be for a “public and necessary” purpose. Carbon capture is for a private purpose, not public, and it is not necessary.
Mr. Hugghins went further and explained Carbon Capture and Sequestration from a scientific and economic perspective, and the presentation was devastating!
Everyone should take the time to watch the video of his speech. You can access by going to Central City News on Facebook for Tuesday, March 24, 2026. It would be amazing that anyone could watch it and think carbon capture is a good idea for Louisiana.
The State of Louisiana is trying to establish 65 carbon capture sites across Louisiana to bury 135 million tons of carbon a year here.
We would be the dumping ground of the nation — and the world, because they can dump foreign carbon here too.
Please call your legislators and tell them to stop this madness. Expropriation for carbon capture is unconstitutional, and carbon capture federal tax credits are nothing more than an massive raid on the treasury by big corporations.
