Ground Breaking in June for Settlement on Shoe Creek

Ground-breaking is tentatively set for June for the Settlement on Shoe Creek, a Traditional Neighborhood Development, or TND, planned for Sullivan Road in Central.

The development will span 150 acres, nearly a quarter of a square mile.  Prescott Bailey, president of Southern Lifestyle Development, says the project will include 479 homes, 250 multifamily units, 100 assisted living units and 125,000 square feet of commercial space.

Phase One of the project will include 210 multifamily units in one apartment complex, 100 assisted living units, 115 single-family homes and 28,000 square feet of commercial space, Bailey said.

He said Shoe Creek will be rolled out in four or five phases over the next eight years.

Ground-breaking will be for infrastructure work, which should take about 10 months, he said.

Bailey said his company already has letters of intent for tenants in the commercial area, which will be part of Phase One.

The development has been in discussions with homebuilders and will select a small number of builders to construct single-family homes in the development, he said.

Southern Lifestyle Development played a key role in the creation of River Ranch in Lafayette, Bailey said.

The development in Central was mired in controversy for the past year after a group of Central residents filed suit, alleging the City Council approved the project in violation of city zoning ordinances.

The group, led by Dave Freneaux, also questioned whether the city had made adequate plans for infrastructure necessary to handle the additional traffic generated by the 1,000 or more new residents the development is expected to attract.

They also questioned how the Central Community School System, which is already overcrowded, would handle a large influx of new students and whether the new development would generate enough revenue to cover the costs of those students.

District Judge Wilson Fields rejected the plaintiffs’ demands and refused to issue an injunction.
